What are the rules guiding development along Milwaukee Avenue? Do rules like zoning proactively enable and support main street revitalization, or do they work against it? Often, rules are not well aligned with main street qualities. How do we critique existing rules, explore best practices in code reform and urban design guidelines and propose alternatives? We will look at rules that pertain to allowed uses, bulk/density, and character, and then devise rules and guidelines to support a good quality main street.
